Kite House at The Parks at Walter Reed lists one-bedroom homes from $379,900. Qualified buyers get $30,392 toward the purchase, and the advertised first-year mortgage payment starts at $1,922 a month. The headline promises a $0 down payment that is "forgiven after three years." The qualification list underneath says buyers must bring at least $5,000 of their own money. The payment is also scheduled to rise each year until it reaches $2,640.
The offer sits a short walk from Shepherd Park, in the DC ZIP code where median prices rose the most this year. Both facts reflect the same market. Close to Shepherd Park, buyers are paying more for houses, and sellers are paying to sell small condos.
The Offer, Year by Year
The Kite House incentives page says the money comes from Lydia's House, a DC nonprofit. For a limited number of qualified first-time buyers, it offers a 5% down payment grant plus up to 3% toward eligible closing costs. On the $379,900 starting price, those two amounts come to $18,995 and $11,397. Together they make the $30,392 in the headline.
The low first-year payment comes from a 3-2-1 temporary buydown on a 30-year loan with a 7.750% note rate and a 7.377% APR.
| Loan year | Rate used | Monthly principal and interest |
|---|---|---|
| Year 1 | 4.750% | $1,922.29 |
| Year 2 | 5.750% | $2,150.48 |
| Year 3 | 6.750% | $2,390.10 |
| Year 4 onward | 7.750% | $2,640.00 |
The buydown costs $17,485.55. Lydia's House covers $11,397 of it and the seller covers $6,088.55. Lydia's House's share is exactly 3% of the starting price. Those payment figures leave out taxes, insurance, condominium assessments and mortgage insurance. By year four, the principal-and-interest payment alone is about $718 a month higher than in year one.
The fine print also sets these conditions:
- The grant applies only to one-bedroom homes at Kite House, and the funds are limited.
- There is currently no income limit, but the buyer can't already own a home in DC.
- Buyers must be pre-qualified with an approved lender. The page doesn't name the lender.
- Buyers must register for a Homebuyer Readiness Course within 10 days of approval and finish it within 45 days before closing.
The page gives no expiration date. It says rates, pricing, incentives and availability can change without notice. The page carries no date, so the terms above are what it showed when we checked it in October 2026. They aren't a fixed offer.
Up the Street, the Opposite Problem
In September, UrbanTurf analyzed Bright MLS data for the first seven months of 2026. It found that 20012 led every DC ZIP code. The median sold price rose from $720,000 in January through July 2025 to $820,000 over the same months of 2026, an increase of nearly 14%. Across the District, the same article put the July median just 0.4% above the year before.
ZIP 20012 also includes Colonial Village and Takoma, so the figure describes a wider area than Shepherd Park. UrbanTurf added two cautions that matter here. In another ZIP on its list, a shift toward more mid-priced homes moved the median. And in most of the top ZIP codes, days on market went up compared with 2025. A rising median with slower sales means buyers are paying more for what they want but are taking longer to commit.
Same Campus, Same Year, Different Outcomes
The strongest evidence that this split is about the type of home, not the location, comes from inside The Parks itself.
Urban Atlantic described Aspen Square as 50 NVHomes townhomes. They average 2,300 square feet, with three bedrooms, three and a half baths, private rooftops and garages. UrbanTurf reported in June 2026 that Aspen Square sold out in 2023. Kite House is a 109-unit condominium on the same campus, and UrbanTurf's project pipeline lists its delivery as spring 2023. The townhomes sold out the year they came to market. The condos are still being sold with a grant and a buydown three years later.
The regional condo numbers point the same way. The Greater Capital Area Association of Realtors' August 2026 condo and co-op report put the median sold price at $399,000, up 2% from August 2025. Units sold that month averaged 55 days on market, 43% above the five-year August average of 39 days. The contract ratio, which compares pending sales to active listings, fell to 0.17. That's down from 0.27 a year earlier and 49% below the five-year August average of 0.34.
Condo prices have held steady while sales have slowed. When sellers don't want to cut the list price, they tend to offer buydowns and closing help instead. Kite House's offer shows what that looks like in practice, and on the starting-price unit the incentives come to about 8% of the price before counting the seller's share of the buydown.
What Canopy Row Will Test
The next for-sale product at The Parks sits between those two outcomes. Canopy Row broke ground on June 8, 2026. It is a partnership of Urban Atlantic, NV Homes and Triden Development Group. The plan is 141 for-sale homes: 47 traditional townhomes and 94 stacked two-over-two units, with two to four bedrooms. Twelve homes are reserved for households at or below 80% of median family income. PoPville reported that the site lies between Georgia Avenue, Fern Street NW and Elder Street NW. The first homes are expected to go on sale in early 2027. Construction is expected to wrap up in 2028.
No prices have been announced. The stacked units are the open question. They are attached homes with multiple bedrooms, but they share a building the way condos do. If they sell like Aspen Square, the house premium extends further down the price range than the 20012 median shows. If they need incentives like Kite House's, the dividing line is closer to bedroom count and private outdoor space than to ownership structure.
The campus around them is mostly built. The District says The Parks has delivered about 2.2 million square feet, including more than 1,300 apartments, 280 condominiums, 50 townhomes and roughly 150,000 square feet of retail anchored by Whole Foods. PoPville's June update put the project at 70% complete. It named businesses including Starbucks, The Charmery, Juneberry Garage, nailsaloon and Cantina Paraíso.
Comparing the Three Options Fairly
If you're weighing a one-bedroom at Kite House, a future Canopy Row home and a resale house in Shepherd Park, they need different comparisons.
- For a subsidized condo, budget from the year-four payment. The $1,922 figure lasts 12 months. The $2,640 figure lasts the rest of the loan, before assessments, taxes and insurance. Compare that full monthly cost with rent or with other condos that aren't offering incentives.
- For a resale house, look at days on market alongside the median. A ZIP code median that rose nearly 14% while sales slowed suggests buyers are paying for specific homes, not for everything listed. How long a particular house has been on the market tells you more than the ZIP code headline.
- For Canopy Row, wait for the price list. Early 2027 is a projected date. The only comparable product, Aspen Square, sold out in 2023, so there are no recent sales at The Parks to set a new-construction townhome price.
Is the Kite House grant really $0 down? The headline says $0 down, and the qualification list requires at least $5,000 of the buyer's own money for items connected to the mortgage. The page says the grant is forgiven after three years and doesn't have to be paid back.
Which Kite House homes qualify? Only one-bedrooms, under the current terms. Two-bedrooms are listed from the mid $500s and aren't covered by the grant.
How closely does the 20012 figure track individual Shepherd Park houses? Only loosely. It's a median for the whole ZIP code over the first seven months of the year, and the ZIP code also includes Colonial Village and Takoma.
